If my people, who are called by my name, will humble themselves and pray and seek my face and turn from their wicked ways, then I will hear from heaven, and I will forgive their sin and will heal their land. – 2 Chronicles 7:14
Tara C. Broussard, CPA
Chief Financial Officer
My name is Tara C. Broussard and my calling is to equip believers to manage their finances according to God’s word. My goal is for believers to experience a deeper relationship with Jesus Christ; increase in character, and achieve financial excellence in order to be a blessing to others.
In my Key Leadership roles, I have created financial literacy programs for multiple organizations and assisted hundreds of families to gain the tools for financial stability and empowerment.
Long story short…I absolutely love numbers and Kingdom building! ☺
I am a proud member of the GramFam and graduated from Grambling State University with a B.S. in Accounting. This education led me to become a Certified Public Accountant and a Financial Advisor.
I consider myself a foodie and an international travelling free spirit. I have a palate for exotic foods and will travel the world for culinary delights. I’m also the Founder and CEO of Adonai Naturale, a company that produces natural and organic lines of facial, body and home care products.
At Victory, I have served as the church accountant and Co-Director of “God Cent” and several other ministries. In June 2020, I assumed the position of Chief Financial Officer, which fulfills my God equipped purpose.
Dr. Arlis M. Whalum
CEO of the Victory Association
Leadership and Development
According to the grace given to us, we have different gifts – Romans 12:6. And God will make room for our gifts – Proverbs 18:16.
Praise God for using me in Kingdom Building! My name is Arlis M. Whalum and I am thankful for answering God’s call. Although I have been actively involved with church from a young child, there is nothing like the call of God upon your life’s work.
I have always enjoyed working with numbers, so I majored in accounting and earned the Certified Public Accountant credential. My career commenced in public accounting with a major firm and then proceeded to corporate Fortune 500 companies. In addition, I have been blessed to serve as the chief financial officer for several distinguished non for profit companies during my career.
My ministry calling began as the Director of Operations for a growing “soon to be” mega church in the south suburbs. This is when God directed me to obtain a MBA in Church Management and a Doctor of Ministry in non-profit leadership. God definitely made room for the gifts he gave me.
I was blessed to find Victory Apostolic Church under the Pastor of Andrew D. Singleton, Jr. where I have been spiritually fed and surrounded by many men and women of God. Here, God has again made room for my gifts, where I serve as adult Sunday School teacher, Director of Leadership Development, church treasurer and CEO for our affiliate organization, Victory Association.
Last but not least, God has blessed me with a wonderful family! My husband Lawrence and I enjoy golfing and bowling together. In addition, we enjoy our two children, Stacy & Derek, and our beautiful grandchildren who are bundles of joy.

Praise the Lord!
My name is Bryant C. Warren and I serve at Victory Apostolic Church as the Chief Executive Officer of The Gospel of Justice Ministry.

Executive Oversight Minister
“Create in me a pure heart O Lord and renew a right spirit in me.” -Psalms 51:10
My name is Cassandra Jenkins and I have been an active member of Victory since 2004. Because I love to sing and I am very passionate about children it was only natural that I instantly participated in the music ministry as a member of the Vessels of Victory and Co-Director of the Jr. Vessels of Victory Youth choir. I later went on to serve as a Co-Director and Co-Founder of the Thunderettes Youth Cheer Team under the Sports Ministry. It has been so fulfilling watching our youth grow physically and In Christ.
In 2020, I was elevated to Executive Oversight Minister and charged with providing leadership to the Women of Victory, Singles and Senior’s Ministry. I am praying for God’s guidance and wisdom as I look for new ways to lead these groups.
I hold an undergraduate degree in Criminal Justice from Northern Illinois University and a Master’s degree in Public Administration from Governor’s State University. I have worked for a number of not for profit organizations in direct service and in leadership capacities.
